Circular of the General Office of State Environmental Protection Administration on Relevant Issues Concerning Examination and Approval of Wastes Restricted from Import (No.61 Announcement of SEPA in 2003) definitely stipulates that only those designated processing and utilization entities approved by SEPA can be granted the Certificates of Approval for Import of Wastes and Chang San Jiao Eco-industrial Park is an entity designated under ¡°zone-enclosure administration¡± pilot scheme of imported wastes processing and utilization approved by SEPA, so that enterprises¡¯ applying for Certificates of Approval for Import of Wastes at any time during the year will be absolutely ensured.

Enterprises with foreign investments established within Chang San Jiao Eco-industrial Park with an operational period of more than ten years, with their application approved by tax authorities, may be exempt from corporate income tax for the first two years and taxed at half of the required rate from the third to the fifth year, after they start to earn profits.
New foreign-funded enterprises that invest over 10 million yuan in fixed assets with a construction period of less than two years enjoy an exemption or reduction of stipulated fees incurred for urban supporting infrastructure improvement, civil defense and emergency management, education development, bulk purchase of cement, land-use modifications, and sustainable land-use management.
Enterprises located within Chang San Jiao Eco-industrial Park shall apply for the import license for three categories of wastes, including the following:
Category ¢ö: copper waste and scrap, nickel waste and scrap, aluminum waste and scrap, zinc waste and scrap, tin waste and scrap, tantalum waste and scrap, waste and scrap of stainless steel, waste and scrap of cast iron.
Category ¢÷: waste hardware and electrical appliances, waste electrical wire and cable, waste electromotors.
Category ¢ú: polyethylene scrap, polystyrene scrap, polyvinyl chloride scrap, polyethylene terephthalate and other plastics scrap.
Enterprises that invest more than tens of millions of dollars and boast advanced technology and state-of-the-art equipment can apply for a provincial operating license for special solid wastes including circuit board scrap, electronics scrap, computers and peripheral equipment scrap, household electrical appliances, waste electromotors, waste electrical wires and cables, plastics scrap and other copper scrap.
Foreign-funded enterprises established within Chang San Jiao Eco-industrial Park are exempt from all administrative fees and eligible for special preferential treatments applicable in the economic and technological development zones and certain special economic zones.
